VLTs in Quebec
In Quebec, video lottery terminals (ALV) are run by Loto-Québec in places authorised by the RACJ, the Régie des alcools, des courses et des jeux1. They are placed in bars3.

Rules in the bar
Licence holders must not let anyone play more than one VLT at a time and must refuse any credit8. Loto-Québec's code also bans loans and cash advances for VLT play9.
Retailers must check the age of customers who look under 2510, and must not say a terminal is "about to pay out": each round is random11.
Network today
Loto-Québec says it keeps concentrating VLTs in fewer, better-quality locations12.
In its 2016 plan, screens showed a clock at all times and players set the session length at the start13.
